长期战争使得日本战备资源极度匮乏，1943年8月，伪华北政务委员会应日方要求，通令各机关收集铜类，规定凡属官署团体或一般商店住户铜品均得分别情形收集检送。日伪此举，目的为制造武器弹药搜集物资。

故宫的铜缸，本置于各建筑物之前，作贮水消防之用的。日方觊觎这批铜缸为时已久，在平日参观时就派人暗中进行调查。收集令下发后，故宫方面为了应付日伪机关，先收集散置于各院落的废铜，得2095斤欲交给日方。

The copper tanks of the Forbidden City were originally placed in front of the buildings for water storage and fire fighting. The Japanese side coveted the copper tanks for a long time, and sent people to investigate them secretly during the regular visit. After the collection order was issued, in order to deal with the Japanese puppet organs, the Imperial Palace first collected the scrap copper scattered in various courtyards and got 2095 Jin to hand over to the Japanese side.

然而，日方所需不止于此。日方提出希望故宫将铜缸献出。为了减少损失，故宫找出稍有破损的12件铜缸、铜礅，准备献纳。日本陆军第1400部队也派人前来查看铜缸情形，准备起运。

However, Japan needs more than that. The Japanese side raised the hope that the Imperial Palace would donate the bronze urn. In order to reduce the loss, the Palace Museum found 12 slightly damaged copper cylinders and copper piers, ready to offer them. The 1400th unit of the Japanese army also sent personnel to check the situation of copper tanks and prepare for shipment.
